Description
The U.S. Army Corps of Engineers, Far East District (FED) is conducting a MARKET SURVEY.
This is not a solicitation or pre-solicitation announcement. This announcement is for information and preliminary planning purposes only. This notice is not to be construed as a commitment by the Government for any purpose other than market survey. Respondents will not be notified of the evaluation. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
The intent of this market survey is to identify capable firms interested in meeting the project description listed below.
Proposed work to be performed under the following North American Industry Classification (NAICS) codes as follows: 561612 Security Guards and Patrol Services. The FED is located outside the Continental United States (OCONUS), achievement of small business goals is snot applicable, and no consideration will be given to Small Business Programs for this requirement.
FED anticipates soliciting and awarding Construction Security Monitoring (CSM) services, to be procured in accordance with the Federal Acquisition Regulation Part 15.
FED requires security related engineering, surveillance, inspection, analysis, development, acquisition, installation, testing, training, operations, maintenance, and management specifically related to physical security of new construction or renovation of U.S-Only Secure Facilities within the area of responsibility in the Republic of Korea. Physical and Construction Security Monitoring support for construction of U.S-Only Secure Facilities in accordance with Intelligence Community Directive 705 (ICD 705) will be required.
Functional components of the required systems may include management system (software applications, computers, and displays); ground sensors and surveillance (perimeter, interior, seismic, acoustic, magnetic, IR, microwave, fiber, imagery, X-Ray, inspections, Quality Control/Assurance); information transfer systems [communication systems, radios, wireless, infrastructure (LANs/WANs, routers, hubs)]; information management systems (crisis/consequence management, web-based databases/tools); electromechanical security devices and subsystems; provisions for information assurance; command, control, communications and intelligence (C4I) subsystems and peripheral hardware, active surveillance force support (and equipment/supplies), technical surveillance and counter measures (and equipment/supplies) and training of construction surveillance, strategies, risk analysis, monitoring, observation, etc.
If your firm is interested and capable of performing the work identified in the project description, then please provide a response to this MARKET SURVEY. If you have previously submitted a response to our previous MARKET SURVEY that was posted on 16 August 2023 and the information submitted has not changed, please send a response stating that the information remains the same as the submission on “[date]”. No need to resubmit the same information if it has not changed, but confirmation statement is needed that states there is no change.
Response to this MARKET SURVEY must contain the following information:
Statement that your firm is interested in submitting a proposal for this project if it is formally advertised.
Statement that your firm holds a current DSS Top Secret Facility Clearance Level.
Name of the company to include address, phone, and Point of Contact.
Company CAGE and Unique Entity Identifier (UEI) codes.
Statement of Capability (SOC) stating your company’s experience and past performance with projects completed or in progress (more than one year of Site Security Monitoring Services (SSMS) with the information listed below. Limit your past performance information to three projects, at least one of which was/is performed in an OCONUS location.
Include the following information either as part of a project or separately describing your organization capability, as much as possible, to include:
Whether any work stated in the SOC was completed independently as the prime contractor or affiliated with another contractor (in a joint venture or as a subcontractor). If your role was as a sub-contractor, describe the security services your company provided.
For each project listed in your SOC as the prime contractor, please provide a title, total contract amount, and location.
The number of personnel and roles provided to the project and what roles are included.
Size of project and size of secure space.
The number of secure facility projects worked in the last 24 months. This would include ICD 705 related or Department of State projects that have secure facility as part of the project.
How personnel were/are training or qualified for their positions. Did the personnel attend a formal training program? Who performed the training?
Any additional work performed on the site such as construction of fencing, temporary support buildings, CCTV, fence sensors, IDS, etc.
Participation in the preparation of operating procedures, the Construction Surveillance Plan (CSP) and other documents related to the SSMS site management.
Experience with secure overseas shipping.
Submission of your interest is not prerequisite to any potential future offerings, but participation will assist FED in identifying sources with required capabilities. If a solicitation is later released, it will be synopsized in FedBizOpps only. The FedBizOpps link is www.sam.gov.
