Description
This is a non-personal services contract to provide BPA contractor to provide lease and cleaning of portable latrine, dumpster, and shower trailer, and removal of human waste and trash and garbage for military exercise in USAG Yongsan-Casey. The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS

FACTOR I - TECHNICAL: Technical Capability: This factor evaluates the offeror’s technical capability and qualifications to perform the requirements of this BPA.
Sub factor 1: The Prime BPA Holder shall provide a current and valid the business registration for the business item/category of “Mobile Toilet Lease (이동식 화장실 임대)” issued by the ROK Government National Tax Service (국세청).
Sub-factor 2:
The Prime BPA Holder shall provide a valid and current license for “Pick-up and Transport Human Waste (분뇨 수집 운반업 허가증)” issued by the local municipal Government Offices at Seoul City and Gyeonggi-do in the ROK Government.
Sub-factor 3:
The Prime BPA Holder shall provide valid and current license for “Waste Collection and Transportation Business for Plant Household Waste (사업장 생활계 폐기물수집 운반업허가증)” issued by the Republic of Korea (ROK) Government.
Sub-factor 4:
The Prime BPA Holder shall provide a list of equipment of operational 120ea portable latrines, 40ea hand wash stations, 40ea dumpsters, 10ea food waste drums, and 10ea grey water container which meets the standard criteria of the PWS.

Sub factor 5: Prime BPA Holder’s Prior Experience:
The Prime BPA Holder shall provide evidence of at least two (2) years of experience in performing human waste removal and cleaning services within last five (5) years from the issuance date of this solicitation. The experience of a subcontractor cannot be substituted for the prime BPA Holder’s experience. The offeror shall provide evidence of prior experience as required below:
- Title of the BPA/Project
- A brief description of work completed
- Length of BPA/Project (year/month/date – year/month/date)
- Amount of BPA
- Complete name of point of contact at Client Organization
Sub factor 6: BPA Manager’s prior experience:
The offeror shall provide a resume of BPA Manager with verifiable supporting document to present at least two (2) years’ experience in managing of same or similar human waste removal services within the last five (5) years from the issuance date of this solicitation. BPA Manager should be employed by the Prime BPA Holder. Offeror shall
provide BPA manager’s resume with below listed information. The resume must clearly identify as required below

FACTOR II - PAST PERFORMANCE:
Past Performance: Furnish information indicated below for most recent government and commercial BPA offeror has performed during the past three (3) years of the same scope as that contained in the solicitation. If the BPA is awarded based on the false information, the BPA will be terminated for cause of the BPA Holder

c. Each offeror shall submit any known adverse past performance information including all relevant supporting details with their proposal. Each offeror shall provide a copy of any cure notices or show cause letters received on each BPA listed and a description of any corrective action by the offeror. The offeror shall also provide the information listed above on any BPA that has been terminated, in whole or in part, for default during the past three (3) years, or any BPA which are currently in the process of such termination.
This information is required for any BPA, whether similar or not to the proposed effort.
d. The Government reserves right to conduct investigation of the offeror’s past performances, not limited to the listed past performances on the Past Performance proposal. If the BPA is awarded based on the false information, the BPA will be terminated for cause of the BPA Holder.
NOTE: In the case of a company without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the company may not be evaluated favorably or unfavorably on past performance. Therefore, the company shall be
determined to have unknown (or neutral) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable."

FACTOR III - PRICE: Price Schedule: The Offeror shall provide complete price proposal to include:
(a) Schedule of Services (CLINs/Sub-CLINs) of the RFP for all five (5) years;
(b) Prices shall be in local currency (Korean Won)
(c) Any escalation in option year pricing shall be identified
(d) Summary of Proposed Price:
