Description
This is a Pre-Solicitation Notice – interested companies do NOT need to submit any documentation at this time to respond to the solicitation. The solicitation will be posted on SAM.gov at a later date.
The U.S. Department of State (DOS), Office of Global Acquisition (GA), on behalf of the Bureau of Overseas Buildings Operations (OBO), has a requirement for Design-Build (D/B) services for a Site Maintenance & Development Plan (SMDP) project in Seoul, Republic of Korea.
(1) Proposed Work
The New Embassy Compound (NEC) in Seoul, Republic of Korea (ROK) will be built on an approximately 79,000 gross square meter (gsm) (12 acres) site known as Camp Coiner and located on the northern edge of the U.S. Army Garrison-Yongsan (USAG-Y).
The Camp Coiner property contains many existing buildings, hardscape surfaces, and below-grade utility infrastructure. The Camp Coiner property contains contaminated soil and groundwater, to include two known contamination plumes from past fuel oil leaks, which must be remediated prior to construction of the NEC. The eastern parcel, if found to be environmentally contaminated, must be cleaned in accordance with relevant ROK laws and regulations, such as the Soil Environmental Conservation Act, or the value of the property must be adjusted. The whole property must be cleaned according to the more stringent of U.S. and ROK standards.
The Government requires D/B services for a SMDP project to include: demolition and asbestos abatement, environmental remediation, conventional site clearing, and temporary security on Camp Coiner.
(2) Location of Work: Camp Coiner in Seoul, Republic of Korea (ROK).
(3) Tentative dates
The tentative date for the pre-proposal conference & site visit is 29 April to 1 May 2025.
The tentative date for the completion of contract performance is September 2029.
(4) Inspection of Plans: The specifications cited in the solicitation may be obtained from: SAM.Gov Contract Opportunities via restricted access. Access shall be requested via SAM.gov with a courtesy email sent to toriohj@state.gov and lockettkf@state.gov.
(5) Solicitation Date: The solicitation will be issued on or around 3 April 2025.
(6) Competition: Award is not restricted to small businesses; the solicitation will be competed under full and open competition.
(7) Amount charged: The Government will not charge companies for solicitation documents.
Additional Information:
The estimated cost is between $65 million and $85 million.
Any offeror whose registration is not active in SAM at the time of proposal submission will be excluded from the process, will not be evaluated, and will be ineligible for award.
