Description
Purpose and Scope: This Sources Sought Notice is issued in accordance with Federal Acquisition Regulation (FAR) Part 10, specifically FAR 10.001(a)(2)(ii), for market research purposes only. The United States Army, 411th Contracting Support Brigade is seeking information from potential and eligible vendors with the capability to perform the operation and maintenance of facility-related automation systems, to include building automation system and utility infrastructure control system, located at U.S. Army Garrison (USAG) Humphreys, South Korea. This announcement is not a request for proposals and does not obligate the Government to issue a solicitation or award a contract. Description of Requirements: a) The anticipated requirement includes non-personal services to operate and maintain digitally computerized facility-related automation systems in support of buildings and utility infrastructures including, but not limited to, high voltage exterior electricity, sewer lift stations, water plants, storage towers, water wells, and access control points; b) The Contractor shall provide all personnel, equipment, tools, materials, supervision, and ancillary services required to execute the tasks outlined in the Performance Work Statement (PWS). This includes overseeing the management, operation, and maintenance of Building Automation Systems (BAS), Supervisory Control and Data Acquisition (SCADA) systems, and Direct Digital Control (DDC) systems; all essential for monitoring and regulating Heating, Ventilation, and Air Conditioning (HVAC) equipment, as well as associated control systems. These responsibilities extend across approximately 340 buildings and 80 utility facilities at USAG Humphreys; c) The Contractor shall oversee HVAC operational schedules, respond to monitoring system alarms, analyze building operations to identify trends and potential issues, take trouble calls, manage databases, and perform control system repairs. The Contractor shall monitor the DDC systems and programmable computer system controls within buildings and utility systems during normal duty hours, ensuring timely troubleshoot and support for efficient operation of HVAC and utility systems; d) The Contractor shall be responsible for inspecting, testing, and maintaining individual control and automation systems within buildings, as well as, various utility infrastructure control systems. The contractor shall conduct inspection, testing, and maintenance of SCADA system, which is integrated with high-voltage exterior electricity, sewer treatment facilities, sewer lift stations, water storage towers, water wells, and access control points throughout the installation; and e) The Contractor shall ensure the availability and proper maintenance of bench stock items, material, equipment, and manpower necessary to effectively manage services desk and service calls of varying complexity, urgency, and deadlines.
