    Description

    1. Introduction


    The U.S. Army Information Systems Engineering Command (USAISEC) – Fort Huachuca Engineering Directorate (FHED) is seeking information from qualified vendors or a contract vehicle capable of providing Resident Service Support Specialist (RS3), systems transitional and sustainment support, and Visual Information Systems (VIS) expertise. This Sources Sought is a market research tool to identify potential vendors or a contract vehicle that can meet the requirements outlined below. This is not a request for proposals (RFP). Responses will be used for planning purposes only.


    2. Project Overview


    USAISEC FHED requires comprehensive support for Command, Control, Communication, Computer, Cyber & Intelligence (C5I) systems installed within multiple Sensitive Compartmented Information Facilities (SCIFs) located on U.S. Army Garrison – Humphreys (USAG-H). This support includes on-site sustainment, software management, and Engineering, Furnishing, Implementation, Securing & Testing (EFIS&T) services. The goal is to ensure continuous operational capabilities of these critical systems for United States Forces Korea, other Federal Agencies, and their subordinate commands.


    3. Requirements


    This Sources Sought seeks vendors or a contracting vehicle capable of providing the following key services:


    Resident Service Support Specialist (RS3): On-site support to assist system users and maintainers with daily operations and functionality.

    Systems Sustainment: Transitional and full operational capabilities sustainment support for C5I systems.

    Visual Information Systems (VIS) Expertise: Including software configuration management and software programming support.

    Engineering Change Support: Executing engineering changes and software programming changes to C5I systems.

    EFIS&T Services: Furnishing, implementation, securing, and testing of information systems devices and supporting infrastructure. This includes materials procurement, secure shipping, installation, integration, and testing.

    SCIF Support: All services must be deliverable within SCIF environments, adhering to all applicable security requirements.

    4. Information Requested from Vendors


    Interested vendors are requested to provide the following information:


    Company Name and Contact Information: (Address, Phone Number, Email Address, Website)

    Core Competencies: Describe your company’s experience in providing RS3, systems sustainment, VIS expertise, and EFIS&T services, particularly within SCIF environments.

    Relevant Experience: Provide examples of past projects demonstrating your capabilities in meeting the requirements outlined above. Include project descriptions, client references (with permission), and technologies used.

    Contract Vehicle Information: If your company holds any relevant Government-wide Acquisition Contracts (GWACs), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, or other contract vehicles that could be utilized for this effort, please provide details (contract name, number, and points of contact).

    Personnel Qualifications: Briefly describe the typical qualifications and certifications of personnel who would perform these services.

    Security Clearance Capabilities: Indicate your company’s ability to obtain and maintain required security clearances for personnel working within SCIF environments.

    Rough Order of Magnitude (ROM) Estimate: Provide a preliminary ROM estimate for a one-year period of performance, broken down by service area (RS3, Systems Sustainment, VIS, EFIS&T). (Understanding this is a Sources Sought, a detailed quote is not required.)
